It does depend on the project.

For instance, the Hibernate project website is all wiki-based:
http://www.hibernate.org

But I tend to agree that doing it through CVS would be better - more
controlled and greater flexibility.

Btw, what are peoples thoughts on using XML/XSLT to break out the
content from the HTML?
