You can also achieve this using Devils Pie, although not without
manually creating the config files. See the first three hits on
google for devilspie for links to the software and some docs on how to
use it.
I also played a little with Beryl and found that in addition to the
eye-candy effects it offered, it could also graphically configure many
of these sorts of window/desktop placement tasks.
