How do I find panel applet launcher

Hi,
    I'm running Ximian Gnome 1.4 under Debian 2.2 but have had the same
behaviour ever since I installed 2.2r0.

Under Debian 2.0 gnome behaved as indicated in the User/Help Manuals. A
right click on the panel would offer the option of adding an applet. The
menu also had a similar entry.
Not anymore.

I have tried everything I can think of to get it working under icewm but
got nowhere.

Could some kind soul point me in the right direction?
