I am wondering what's getting read when you startx. Have you got a
~/.Xclients or ~/.xinitrc there? What's in it? (them?) If they're
present, what permissions do they have?
I encountered similar symptoms to your second problem when using
Window Maker with Gnome at first. Wmaker wanted to do the session
management. When I quit Gnome, I'd get a blank screen and didn't
return to the console. Telling wmaker not to session-manage fixed
that.
Can you do control-alt-F1 (F2, whatever) to get back to the console
you started X from?
As to starting a panel, that -should- start along with the other
things which routinely start in Gnome. I believe that's file manager,
help browser, control center and panel.
You can start those individually from a terminal with "gmc &",
"gnome-help-browser &", "gnomecc &" and "panel &". (You don't need
the & signs; they're just to get your prompt back :))
Starting them from a terminal might give you some errors which make
things clearer. Or they may Just Work. If they are remembered when
you quit and restart, problem one is dealt with. I hope.
