You can add your favorates menu to the panel... there doesn't appear to
be functionality for adding a general menu to the panel, though... I'd
try using a favorates menue (that's what I do).

PS
It would be very nice to be able to add arbitrary directories to the
panel as a menu... it would be a quick way to get a nautilus window in a
directory or open a file (if you added a ``/'' or ``~'' menu to the
panel) Plus you could create a directory simply for being a menu.
