Re: panel site defaults

Following up now that I have been able to get more information as to the
problem, it seems that what's missing are my launchers.  They just aren't
created on the panel.

Maybe that's enough to help identify the problem.  I've tried also keeping
the .gnome/session from the test user, but that didn't do it.
