panel position

How do I move the panel? Or is it the toolbar I'm talking about?
I had to reboot my machine today and when it came back up the panel was
completely different and was now at the top of the screen instead of the
bottom where I want it. I see nothing in the control center that allows
me to position it. The little arrows on each side that caused it to
disappear are no longer there but there is a single little arrow that
vertically opens a monster panel.
Using debian potato and helix-gnome.
