The libintl library is part of GNU Gettext, you need version 0.10.35.  You
can get it at ftp.alpha.gnu.org, but that site is hard to get to.  You can
also get it at:
ftp://ftp.debian.org/debian/dists/potato/main/source/devel/gettext_0.10.35.orig.tar.gz
