The bugs are not just stored on the server, they are emailed to the
package maintainer.  This is a non-issue.  They really are easier to track
and address if they are on the bug tracking system.

Currently, if you send a bug without a package, it will yell at you, but
someone will come along and figure out what the right package is, and
route it accordingly.

These would probably be "Package: panel".

Which root menu?  A window manager root menu, or the GNOME desktop root
menu (part of "Package: gmc")?

Most applets would be "Package: gnome-core".

One of the issues here is that many of us are using focus-follows-mouse,
or sloppy-focus.  In both of these focus modes, the only way to give the 
keyboard focus to the panel is to move the mouse.  Of course, this makes
keyboard access for panel much less useful for such users.  Personally, I
think keyboard control of the panel would be a good thing.  I would
suggest pointing out sticking points and submit them to the bug tracking
system as wishlist items ("Severity: wishlist").
