autoconf probs

Hi,
I've been trying to compile moiss. aclocal starts whinging:
aclocal: configure.in 22: macro `AM_GNU_GETTEXT' not defined in library
gmoiss-src/Makefile.am:91: variable `INITLIBS' not defined
I suspected it was a problem with gettext (old version) and downloaded
of a GNU mirror. After installing, still problems.
Is it a problem of mixing /usr and /usr/local? (I'm using RH 5.1)
