ipppd will rape it's own pidfile as soon as it calls a nonexiting
up-script. The base ipppd also has the pidfile feature disabled.
Try the isdn4k-utils pack from here: ftp://ftp.fga.de/pub/RPMS/
Don't use the isdn4k-utils-log, cause the isdnlog inside is broken. A
replacement is the isdnlog-* package. All packages are compiled for RedHat 5.0
systems. Sources are in ../SRPMS.

Oliver.
