>From looking at .desktop entries that work on my machine, it looks like
the exec line should be:
  Exec=gtkicq --activate-goad-server=gtkicq

Changing my desktop entry to that didn't fix the problem though, so it
might need some recoding for that switch.  Check out the source to 
fish_applet in gnome-core/applets/fish.  It's the simplest working applet
that I know of. :-)
