Here's an idea: instead of a file in the home directory (like
.gnomerc) that points to the correct GNOME home directory (where all the
icons, images, config files, etc. are stored), how about a resource entry
that looks something like
.gnome.desktop_directory: /home/user/Desktop <or whatever>
...or perhaps something like:
.gnome.desktop_URL: file:/home/user/Desktop/ <or>
.gnome.desktop_URL: ftp://home.computer.org/pub/gnome/user/ <or whatever>
This way, if you start GNOME remotely, it will (being an X
application) look in the X resources, get the directory name, and start
pulling the necessary icons, colors, etc. down.
