Issue 19 - bugzilla case study

Paul, I've put up a rough draft of my piece - I have some outstanding 
questions for Olav, but if he doesn't answer them in the next couple days 
I'll just go on without him.  Tomorrow I'll fill in the remaining question 
marks/TODOs and edit down the big blockquotes.  As you can see, the draft 
(as it is, in Textpattern) is pretty long, more than 1200 words according 
to wc.  I've also been trying to get screenshots & graphics to make it 
less block-of-texty, but haven't gotten responses on that from any of my 
sources - will ping again.

The current title is "Canonical, Upgrading GNOME Bugzilla, and Commercial 
Sponsorship" but I'm happy to hear a catchier one.
