I don't know if you know about this. But Ross Burton wrote a great tool, that I have his permission to take over maintenance over called shackleton (see:
https://github.com/rossburton/shackleton) which will automatically change certain settings based on what network you are in.
For instance, if you're at a conference, you would like locking to happen in 1 minute rather than no locking at home or the 10 minutes at work. Or perhaps you want to set a proxy when you're on your corporate network. That kind of thing.
IMHO this is a killer feature that is hard to do in other OS's and is worth working either as an integration feature in GNOME itself or to provide as a utility.
Shackleton though is not quite GNOME 3 friendly and we should update it with GNOME 3 nomenclature, possibly as a GNOME 3 extension or continue to use python.
