1 - For process, we decided in a meeting a couple months ago to use Bugzilla for larger Sysadmin tasks in addition to RT3.
2 - I did setup the alias earlier this month, and used an alias instead of creating a mailing list per your request. That way there is not a private or public archive, the downside is the Sysadmin team has to manually add or remove email addresses if you want changes in the future.

Is there a process to get this assigned to someone?
(I can continue to reach out to individuals on the team, but it seems like it would be more effective for you guys to allocate the work instead of having people go to the person they know each time and bug them ... or at least I think the people I know would appreciate that. :)

The benefit of a list is the archives. An alias has no archives and no
record whatsoever of the communication. In some cases this may be what
you want, but in other cases not.
In any case, mailman at gnome.org is the contact alias for requesting
this type of things.
