Notes on local packages on gnome.org servers

I've had to build some local packages recently for git.gnome.org and to
fix RT. We've been pretty ad-hoc about this in the past. I put some
notes about what I've been doing at:

to try and establish how we are doing things more clearly.

P.S. - I have still quite a bit of work to do to document some of my
recent experiments with virtualization (online.gnome.org and the
experimental git.gnome.org are vhosts), and at using Puppet for
configuration management. I'll try to write up more about those subjects
over the next week or two.
