revision propchanges

Hey,

I forgot to put a bugzilla number in one of my commit messages, and I
can't edit it.  I get this message:

        svn: Repository has not been enabled to accept revision
        propchanges;
        ask the administrator to create a pre-revprop-change hook
        
Can we add that?  Or at least for the beagle repo?
