PoEdit usually breaks PO files headers... I'd recommend you to use another translation tool instead of PoEdit.

Try opening this same file with Gtranslator, to see if it fixes headers automagically. If I'm not wrong, ms language has no plural forms, so it should be set to "nplurals=1; plural=0;"

using poedit, I finally came to below error:

I have no idea how to deal with this. I saw some suggested
"Plural-Forms" but that did not solve it.
