New i18n coordination team members

I'd like to announce that two new members have been accepted in the
GNOME i18n coordination team [1] :

- Daniel Mustieles, current Spanish coordinator
- Alexandre Franke, current French coordinator

Also thanks to Og Maciel for his availability during the past years.
