UI change for Nautilus help menu

This patch changes the menu items under the Help menu in Nautilus.
It changes "Contents" to "All Topics" and then adds a few choice
topics underneath.
Adding menu items is a UI change, I guess, so I need release team
approval. There's no docs team objection, of course.
