There are some possible combining marks in Unicode which can be used
for the underlining; I don't know which is conventionally used in Tiv
orthography:
U+0331 COMBINING MACRO BELOW: fe̱ed fo̱od
U+0332 COMBINING LOW LINE: fe̲ed fo̲od
In case email programs mangle these, I've put them in a web page:
http://www.gnome.org/~tthurman/underlined.html
So you can do this if you use UTF-8, at least.
