cheese description

as the release is coming nearer and nearer we had some discussions
about how we could describe cheese for new users, users without a 
webcam, users without friends and family (yeah wouter) and and and..

we finally came to these 3 descriptions:

extremely short (menu, deskop files): "Cheese Webcam Application"

short (about window): "Take pictures and videos from your webcam with fancy graphical effects"

 
long (website, press): "Cheese uses your webcam to take photos and videos, applies fancy special

if that is ok i will commit these changes.

for the short and extremely short description i have to apply for a string freeze break, as we are
using that string in the about window and desktop file and therefore has to be translated.
