translate the gnome API document to local language

hello,I wrote a tools to find out the gtkdoc content from C source, then
create a pot file. so we can translate the pot file to different
language use poedit or gtranslate. at last, the tools can write the
locale content to C source
according the po file. so we can i18n the gtkdoc API document easily.
