Translation docs

Okay; now en_GB messages is under control I need to make a start on the  
docs. My problem is is that I can't find anything out there to tell me how  
this should be done.

I'm assuming you need to base the translation off the C locale, but have  
no idea specifically what you need to do to build the .pot file.

Are there any instructions or a pointer to a doc/wiki out there?
