It's best if you pick up POT files from http://l10n.gnome.org/, eg.

  http://l10n.gnome.org/languages/en_GB/gnome-2-18
  http://l10n.gnome.org/languages/en_GB/gnome-extras

etc.

Then you simply commit them to appropriate folders in each module.
