That's a nice idea in theory, but the Dutch community for instance couldn't 
register www.gnome.nl because some webdesign company already uses it. So we 
took the second best alternative, nl.gnome.org, for our local content. We would 
be OK with guidelines for layout, but not with requirements about what (not) to 
publicize there.
