Generally, desktop-devel-list is the place to ask, but since the amount
of traffic on that list is high and this is more a request for a policy
rather than development discussion, gnome-hackers gnome org might be a
better alternative.
Perhaps you would also want to remind individual module maintainers to
add such a document each time you want to fix a typo. :-)
