Latest intltool (0.31 and later) should not work that way.  It should
not pre- or post-process any XML, since we wouldn't be able to embed
tags in translatable messages with such behaviour.

Can you please check that any of this actually happens with intltool
0.31.1 (or CVS HEAD)?

If so, please file a bug (that would be inconsistency between
intltool-extract and intltool-merge, and that would have to be fixed
ASAP).  Please also CC me on that bug (dsegan gmx net), since I worked
on changes in XML merging in 0.31.
