No, but I think it's the best and most simple thing that can be done
with the current situation and interface. Going away from the "one New
button/menu for creating many different objects" concept would require
some very substantial redesign work, I strongly suspect.

I've reported it in http://bugzilla.ximian.com/show_bug.cgi?id=49844. I
was unable to add you to CC; you at least seem to not use the same
Bugzilla account name at the Ximian Bugzilla.

Having such a central bug for issues of this kind in GNOME Core is a
good idea, but off the top of my head I don't know many issues of this
kind in current GNOME platform modules. As I said, Evolution is the
prime example of this problem, but it's not part of GNOME yet.

That being said, if you find some issues of this kind please report them
in Bugzilla, and if the modules of those are part of the GNOME release,
we should probably have a central tracker bug for it too. Feel free to
add one when that happens, and feel free to cc: menthos@menthos.com on
any such bug reports too.
