That is not the case. Do you have any particular example in mind?

(It *may* happen if building of POT file has failed, but those are  
rare, and they don't skew the statistics too much)

It'd be really great to hear about any particular case. This should  
also probably go in Bugzilla. Please file a bug if you see this again.
