It's only true if you hava a CVS account and you want to download all
source, for example, cvs co -P gtranslator/po/es.po will only download
the latest es.po file and you can commit it without download all source
code...

The fact is that only team translators should have CVS account so it's
not normal have write access to cvs.gnome.org
