Dunno about consensus but a solution for this was proposed and
implemented in intltool sometime ago. More info here
http://bugzilla.gnome.org/show_bug.cgi?id=94611. Basically it requires
changes in the original schemas.in in the spirit of:
<default>[clock display mode: 12am/pm or 24 hour. should be translated to only "12" or "24"]24</default>
which should end in the .po as
msgid "[clock display mode: 12am/pm or 24 hour. should be translated to only \"12\" or \"24\" - or any random text]24"
msgstr "12"
or something like that... if things in intltool have not changed in the meantime.
