well, imho its very unclear what automaticly extracted from GPL software
(or really any software) strings would be covered under. I'mnot a lawyer
but it is not immediately evident that there would be any copyright (other
than that owned by the person making the pick for the collection onthat
colection) involved at all.

All the online help documents in gnome are covered by gfdl, and so would
need to be translations. a copllection of phrases/words made out of such
would probably be un-encumbered but somebody would need to ask an
un-biased lawyer.
