No, it doesn't depend on msgmerge -- it does this in gtranslator code.
A problem with msgmerge is that it doesn't take in account languages
using scripts without lower/upper case distinction; so it happens that
a translation get lost when there is a capitalization change
in the msgstr (eg: "New File" vs "New file") while the translation would
be the same in both cases for languages like Japanese, Chinese, etc.
Uhm, really quite good point -- didn't think about that yet. I filed
this as bug # 61238 in bugzilla

BTW: I'm really following bugs and try to solve them. No bug report will
be omitted by me so that it's always worth bugging gtranslator on b.g.o
