Does it handle the charset= line and correctly convert to utf-8 before
storing in xml ?

code area".
I think a lot of languages have currently a mix of
8bit and utf-8 for the existing po files, a blind merge will be
catastrophic.
Yes, and current THIS issue is really catastrophic -- there's no conversion performed at all. I'll surely do a -> UTF-8 conversion in the future code.
