bg_BG -> bg move in the gnome cvs

hello

in the light of the recent attempts at revitalizing the bg (Bulgarian)
translation efforts, after speaking briefly with menthos about this and
after wondering for months about the issue,  i went on and replaced
bg_BG(.cp1251) to bg in all the places that i could find and it was
appropriate

this affected:
web-devel-2
gnome-i18n
nautilus (not yet commited)
plain-gnome

i think this is the right move (not sure about the timing, but the issue
was standing unresolved for months)

please comment if you have any concerns about it
