It is to the source mantainer to make it visible that a branch is not
the stable one.
You know, often there is only one branch, it is therefore the stable one,
then a *new* branch is forked as stable and the normal HEAD branch becomes
suddenly the non stable one; but unless you make that info available
to translators (with a po/README_BEFORE_CVS_COMMIT file for example, telling
it and also how to get the stable branch), unless that is done, you cannot
say people commiting are stupid because they don't know all the
subtilities of CVS, they don't have to, it's not their job to know that.
The same applies for dead branches, it should be clearly shown
they are dead.
