an improvement i can think of would be a very simple one: in the "Global
properties..." dialog off the panel is a section, "Icon Tooltips" with a
single choice: enable tooltips. let's just stick one more choice in
there: tooltip delay, with a settable time in milliseconds, which can be
dropped to zero so we don't have to wait to see what it is, but can
mouse down a whole row of icons and see what each does very quickly.
