In gnome-panel/Adwaita.css "theme_unfocused_fg_color" is used as color. So "correct" color is that one you see with in-process / built-in applets.

That color is used since this commit:

If you have time then you could try experiment by using other color "names" available here:

When I proposed my patch originally, the 'theme_unfocused_fg_color' was a bit darker color. Later it was changed in the Adwaita theme, and it introduced the new 'theme_unfocused_text_color':

So the 'theme_unfocused_fg_color' should be replaced by 'theme_unfocused_text_color' in Adwaita.css.
