I meant Gnome Flashback 3.8.1.

Can Gnome Flashback 3.14.0 be used with Gnome 3.8.x? Keep in mind that
EL7 uses Gnome 3.8.x, so Gnome 3.8.x support is very important.

I don't know and I don't support mixing components with different versions. There is at least two problems:
1) Both gnome-panel and gnome-flashback will install session files.
2) Older version of gdm or any other display manager will not support XDG_CURRENT_DESKTOP. For example there is no official release for lightdm that correctly supports this new standard while support for it has been added even in 1.10
