[gnome-flashback] Question about panel-frame

Hi!

panel-frame.c: A frame which only draws certain edges.

What edges it draws? How can I test this? For what reason it was
added? Do we really need this?

Tried to remove it, I see no difference with and without this frame.
If we don't use it or it is not needed anymore I say - remove it.
