Docs about obsoleting documentation

Hi :o)

I have had a go at creating help for doc team members about obsoleting
documentation. It explains how to remove sections or entire documents.

I really have little idea of how to properly remove a help file from
svn. I would really appreciate it if somebody in the know could revise
that section.

Any corrections to the whole document would be more than welcome.
