AFAIK, Sans means "the first available font from the list of preferred 
san serif fonts specified in /etc/fonts/fonts.conf" (BTW: this should be
described in GNOME Admin guide). In recent versions of GNOME (those that
include Bitstream Vera fonts), this file indeed lists Vera as first
preferred choice for "Sans"
