Double-clicking is an unusual user interface but it works.

I opened Makefile.am in gnome-games and chose "gnibbles" as the target. Debug|Debug gave the unhelpful message "unable to start a debugging server for this target". I modified gIDE/plugins/debugger/debugger-tool.c to output the target filename in that error dialog and discovered the filename was "/home/snible/gnome-games/gnibbles/.libs/gnibbles". The binary is actually located at "/home/snible/gnome-games/gnibbles/gnibbles". There is a .libs directory, but it's empty.

Opening the Makefile.am in the gnibbles directory itself, as opposed to the gnome-games one, gives the message "Not a proper project!"
