Specifically for Welsh, or in the UK in general?
There are already a few groups.
There's the Association For Free Software:

http://mail.gnu.org/mailman/listinfo/fsfe-uk (currently: I think
they're moving that to the affs box.)
I am halfway through setting up a gnome-uk group. I have got
as far as setting up the mailing list. I have not go as far
as telling people about it. Aim is to get Gnome representation
at shows, presentations and so on, which so far has been a bit
hit and miss.

AFFS want to promote free software in the UK, and seem willing
to help promote it on the basis that it comes in Welsh.
gnome-uk wants to promote, well, Gnome, and definitely the
fact that it comes in Welsh is important.
There are groups for free software in education in the UK too,
but I don't know much about those. There's a suse-education or
some such list where I believe people congregate.
Possibly none of those is what you want though.
