Some thinking (and lots of fudging) resulted in the following, which
contains some letters more than once:

Cofiaf Gwy^r y Gw^yr a^ jac codi baw yn suo ar palmentydd hud

(They're all there, assuming postfix ^ notation.  Count them.)
The translation is left as an exercise for the reader.
