OK, now I've figured it out. Sorry for wasting your time with those
other posts:

The UI xml files should be in <prefix>/share/gnome/ui.

So, to summarise:
1. test-ui gives incorrect advice about where the ui xml file should be
installed or symlinked.
2. The warning from test-ui is the only place where this is
'documented'.

I think that is problem exists because you #ifdef 0'ed the mechanism to
allow the user to provide their own local ui file, but you didn't update
the tests.
