Yes, Orca will still use gnome-speech if you want.  test-speech is the way to varify gnome-speech works.
I remember your error, but I don't remember the fix.  Maybe, try checking gnome-speech out of svn.
Depending on the version of gnome-speech you have, the problem might have been fixed in svn or a later tarball release.

Sorry I can't be more help with the origional problem.
