It's not at all clear that the problem is with gnome-speech.
What speech server are you starting? And, how did you start it?
For example, you might do:
festival_server
and then test that gnome-speech is seeing it with:
test-speech
Have you run test-speech? What does it say?
PS: Up2date is now deprecated. The update agent of choice on Fedora is
now yum, the yellow-dog updater. You should have a /etc/yum.conf file.
